How fast does my child have to be?

At conferences the other day, my child's (2nd grade) teacher said that he has to finish his math facts quicker (1.5 seconds per problem). The problem is that when he uses his strategies ( counting on, doubles, etc) it takes more time than that. How do I help him speed up?
